This morning (5/13/2024), just after midnight, Trooper Howell was patrolling Interstate 74 near the 20-mile marker. Trooper Howell attempted to stop a 2017 Chevrolet Impala for speeding. The driver, Lysirick Miller, 19, from Decatur, IL, failed to stop for Trooper Howell and fled eastbound on Interstate 74.
