
The Indiana Department of Transportation (INDOT) has released its next project to be delivered using the Progressive Design-Build (PDB) delivery method.
The I-70 Mainline at Plainfield Project will include pavement reconstruction, bridge rehabilitation, culverts, and drainage features on I-70 from S.R. 39 through S.R. 267 interchange.
INDOT has posted the Draft Request for Proposals (RFP) and Draft Progressive Design Build Agreement (PDBA) and plans to issue the Final RFP in October of 2026.
Progressive Design-Build is a delivery method in which design and construction are delivered under a single, two-phase agreement with the Department. The two-phase agreement consists of a Preconstruction Phase and a Construction Phase. A qualifications-based selection process will be used to award the PDB contract. Selection will be based on INDOT’s evaluation of proposals and interviews.

About INDOT Alternative Delivery
INDOT began using Design-Build in the 1990s. The authority to add Progressive Design-Build (PDB) and Construction Manager-General Contractor (CMGC) was passed in July 2023 by the Indiana General Assembly for a five-year pilot and will further improve INDOT’s commitment to deliver the Statewide Transportation Improvement Program (STIP).
