
IDEM is reminding you that the deadline to submit the Letter of Intent (LOI) for the grant below is Friday, Nov. 7.
As part of the United States Environmental Protection Agency's (U.S. EPA) Solid Waste for Recycling (SWIFR) grant, IDEM received pass-through funding for municipalities, counties, and solid waste management districts to hire a contractor to develop a local materials management plan. Completed plans should:
- Detail the county's/municipality's waste and materials management infrastructure (existing and new).
- Define county/municipality or regional needs, goals, and identify possible areas of growth.
- Provide methodology for data collection and reporting.
- Encourage collaboration through partnerships to manage materials that are generated.
- Help the state work towards its 50% recycling goal.
- Promote economic growth in Indiana through waste management practices.
Entities that wish to participate in IDEM's Material Management Plan pass-through funding opportunity must submit a Letter of Intent (LOI) to MMP@idem.IN.gov by Nov. 7, 2025.
The LOI should be on letterhead, signed by a designated authority of the entity and include:
- Entity name and address.
- A statement of intent to apply for a SWIFR pass-through funding grant through IDEM.
- Contact person and their direct contact information.
In early December, IDEM will send additional information, an application form and guidelines to those who submitted an LOI by the deadline. Completed grant application materials will be accepted beginning two weeks later. IDEM will issue awards to eligible applicants on a first-come, first-served basis until all available funding is allocated.
