
At the 2025 Indiana State Police Annual Awards Ceremony, Superintendent Anthony Scott presented a Commendation Award to First Sergeant Christopher Cecil for his significant digital forensic contributions during the course of the Delphi homicide investigation.
Over the span of the investigation into the murders of Abigail Williams and Liberty German, First Sergeant Cecil applied his expertise in digital evidence analysis to support crucial parts of the case. Early in the investigation, he was tasked with processing and extracting information from an electronic device recovered at the scene—work that demanded extreme precision and long hours of focused review.
He authored comprehensive reports outlining his findings, assisted in the development of investigative strategy, and later played a key role in trial preparation. His courtroom testimony, delivered across multiple sessions, helped the court understand the technical aspects of the evidence and its relevance to the case.
