
The Indiana Department of Transportation (INDOT) is providing advanced notice of the procurement of its first project to be delivered using the Progressive Design-Build (PDB) delivery method.
The SR 32 Realignment project in Boone County (Des. No. 2301580) includes the realignment of approximately four miles of SR 32 from approximately Enterprise Boulevard to CR 500 W.
INDOT anticipates beginning the procurement by issuing a Request for Proposals (RFP) in the summer of 2024.
Progressive Design-Build is a delivery method in which design and construction are delivered under a single, two-phase agreement with the Department. The two-phase agreement consists of a Preconstruction Phase and a Construction Phase. A qualifications-based selection process will be used to award the PDB contract. Selection will be based on INDOT’s evaluation of proposals and interviews.

INDOT began using Design-Build in the 1990s. The authority to add Progressive Design-Build (PDB) and Construction Manager-General Contractor (CMGC) was passed in July 2023 by the Indiana General Assembly for a five-year pilot and will further improve INDOT’s commitment to deliver the Statewide Transportation Improvement Program (STIP)
