
Opportunity Enterprises’ (OE) President & CEO Neil Samahon recently was elected Chair of the Board of Directors for Indiana Association of Rehabilitation Facilities (INARF). His appointment began in April 2025 and marks a significant milestone in a career committed to expanding opportunities for individuals with disabilities across Indiana.
INARF is the principal trade association representing providers of services to people with disabilities in Indiana. As Board Chair, Samahon also serves on the INARF Executive Committee and provides leadership on both the Government Affairs and Board Development Committees.”

Since joining OE in 2019, Samahon is helping OE reimagine its services and social enterprises, building them into thriving, mission-centered businesses. Under his leadership, OE expanded vocational training opportunities, launched inclusive summer camps, introduced a program for people with dementia, and built a $7 million Respite Center complete with a fully accessible treehouse with the support of OE’s Board of Directors, steering committee and many generous donors.
Neil is a passionate advocate for public policy that supports inclusion and independence for individuals with intellectual and developmental disabilities. He regularly meeting with elected officials and represents providers at state and national levels. In 2024, Samahon was awarded with INARF’s prestigious James M. Hammond, III Executive Leadership Award.
