
Opportunity Enterprises (OE) announces its Strategic Plan 2028, a bold three-year roadmap designed to expand access, strengthen services, and build more inclusive Northwest Indiana communities for people of all abilities. Grounded in OE’s longstanding mission, vision, and values, the plan reflects both challenges and opportunities facing disability services today, charting a clear path forward.
“For more than five decades, OE has worked to maximize independence and enrich lives,” said Neil Samahon, president & CEO of Opportunity Enterprises. “What is new is OE’s strategy designed to meet today’s challenges and create a future where every person belongs. This plan focuses on expanding essential services, strengthening our workforce, and building inclusive spaces where every person is valued.”
OE’s 2028 Strategic Plan Focus Areas include:
- Broaden Mission Impact: Expanding vocational, residential, and health services while influencing statewide systems and policy.
- Employer of Choice: Building a thriving workplace culture that empowers staff and strengthens retention.
- Operational Efficiency: Leveraging technology and streamlined systems to maximize performance.
- Fostering Community: Educating and engaging the community on the value of inclusion.
- Strengthening Financial Resilience: Diversifying revenue to safeguard long-term sustainability.
These priorities respond to rising demand, workforce shortages, and funding uncertainty in disability services. The plan reflects extensive input from individuals served, families, staff, and community partners, and is designed to ensure more people with disabilities gain access to the support and opportunities they need to thrive. OE remains committed to transparency and partnership as the plan moves forward.
